Silverline Roofing Ltd., a commercial and residential roofing contractor serving the Edmonton area for over 20 years, is calling attention to a compliance gap that the company's commercial division is encountering on a significant portion of flat roofing replacement projects across Edmonton: the failure of many commercial roofing bids to include insulation upgrades required under Alberta's adoption of the 2019 National Building Code.
The issue centres on Alberta's current minimum effective thermal resistance requirement for commercial low-slope roofing — RSI 3.52, equivalent to R-20 — which became enforceable with Alberta's building code update and applies to all full commercial flat roof replacements across the province. For the majority of Edmonton commercial buildings constructed before 2012, existing insulation falls below this standard, making an insulation upgrade a mandatory component of any compliant re-roofing project.
"We are consistently reviewing competitor bids on behalf of commercial property managers, and the omission of insulation upgrades from the scope is remarkably common," said a Silverline Roofing spokesperson. "A bid that leaves out the insulation component may appear $15,000 to $30,000 less expensive than a compliant quote. But that difference becomes a cost addition after work has started — after the building inspector has flagged it and after the property owner has no leverage on the contractor's pricing."
The Consequences of Non-Compliance
Edmonton commercial property owners who proceed with a flat roof replacement that doesn't meet the R-20 insulation standard face a sequence of compounding problems. Building inspectors will issue a stop-work order or fail the final inspection, halting occupancy certification where applicable. The membrane manufacturer's warranty — typically 15 to 25 years for quality TPO and EPDM systems — may be voided if the installation doesn't meet the manufacturer's code-compliance installation requirements. The property owner is then left responsible for funding the insulation upgrade at a point when the roof membrane is already installed, significantly increasing both cost and disruption.
Tapered Insulation: The Overlooked Partner Requirement
Silverline Roofing's alert also highlights a related issue that compounds the insulation compliance problem on Edmonton commercial flat roofs: drainage geometry. Edmonton's spring thaw season delivers large volumes of meltwater to flat roof surfaces over a compressed period. Where drainage slope is inadequate, water ponds on the membrane surface — a condition that accelerates degradation and can create structural load risk.
The correct remedy for chronic ponding is tapered insulation boards installed beneath the membrane to create positive drainage slope toward drain sumps. A new membrane installed over a ponding geometry problem, regardless of its quality, will fail earlier than its rated lifespan. Tapered insulation must be part of the project scope where ponding is identified — not an item omitted to lower the headline bid number.
