In 1985 he was arrested and jailed on Robben Island from 1987-1990. After being elected to the Mpumalanga Provincial Government in 1994 and until 1996 he was a Senator. He then held the position of MEC for Sports, Culture and Recreation until 1997. Moving onto provincial finance responsibilities, Mr.

Chiwayo held the position of MEC for Finance until 1999, followed by that of Chief Whip of the Mpumalanga Legislature until 2001.

He then moved onto municipal governance, serving as the Executive Mayor of Mbombela Local Municipality through 2008 to 2011, during which time the city was connected with the 2010 FIFA World Cup and the global interest, that draw. Moving on to diplomatic needs, Mr. Chiwayo held positions linked to Central East Asia and regional groups until 2012.
