Her career journey exemplifies the many levels of development that a career in public service can offer. Her career has spanned levels of political activism, democratic governance, regional government, municipal leadership, diplomatic service and writing. Her role in the liberation struggle in South Africa has been documented in her leadership role during the apartheid era.

Chiwayo was detained in 1985 and held on Robben Island from 1987 to 1990.

Her career was then shaped in a democracy. She played a democratic role as a Senator for Mpumalanga in 1994 to 1996. She then was Executive Mayor for the Sports, Culture and Recreation from 1996 to 1997. Her political path then took her into provincial financial management.

She was then working as the MEC for Finance of Mpumalanga from 1997 to 1999, then the Chief Whip of the Mpumalanga Legislature from 1999 to 2001.

She entered the municipal arena, first as Executive Mayor of the Mbombela Local Municipality from 2008 to 2011, when she oversaw a thriving period for the city which included their involvement in the 2010 FIFA World Cup. Her subsequent career even saw an international aspect of her political career in diplomatic responsibilities in the Central East Asian and regional organizations from 2011 to 2012.
