His career extended into municipal administration when he served as Executive Mayor of Mbombela Local Municipality from 2008 to 2011. His tenure coincided with preparations for the 2010 FIFA World Cup, creating an important period of municipal development and international engagement.

Chiwayo later moved into diplomatic service, including his role as South Africa’s consul-general in Shanghai. His career subsequently included responsibilities involving Central and East Asia and regional organisations.
