SGS reports on the EU’s addition of three harmonized standards and withdrawal of one existing standard supporting compliance with the Toy Safety Directive.

Baar (October 7, 2026) – SGS, the world’s leading testing, inspection and certification company, has published SafeGuardS 128.26, highlighting the EU’s addition of three harmonized standards (HS) used to demonstrate compliance with the Toy Safety Directive (TSD), as well as the withdrawal of one existing standard.

Commission Implementing Decision (EU) 2026/2032 (the Decision) was published on September 14, 2026. It revises Commission Implementing Decision (EU) 2023/740 on HS in support of the TSD.

The updated list of HS supports the presumption of conformity with the TSD, adding three standards and withdrawing one existing standard.

Effective from September 14, 2026, the Decision affects stakeholders across the toy supply chain, including manufacturers, importers, retailers and other intermediaries operating in the EU.

SGS experts publish SafeGuardS to keep stakeholders informed about regulatory changes that could impact their business. SafeGuardS 128.26 includes a table outlining the affected standards and their effective dates.

Stakeholders are encouraged to refer to SafeGuardS 128.26 for more details.
