Baar (September 8, 2026) – SGS, the world’s leading testing, inspection and certification company, has published SafeGuardS 116.26, highlighting the EU’s draft directive revising its law on toy safety requirements.

Announced by the World Trade Organization (WTO) on August 11, 2026, the draft directive would amend Directive 2009/48/EC, the so-called Toy Safety Directive (TSD).

Key proposed changes include the addition of 2-(4-tert-butylbenzyl) propionaldehyde, commonly known as Lilial, to the list of prohibited allergenic fragrances and updated requirements for bisphenol A (BPA), 1,2-benzisothiazol-3-(2H)-one (BIT) and phenol. The proposal would also introduce a stricter migration limit for BPA and remove references to EN 71-10:2005 and EN 71-11:2005 for these substances.

Comments on the draft directive will be accepted until October 10, 2026. If adopted, the proposals will affect stakeholders throughout the toy supply chain, including manufacturers, importers, retailers and other intermediaries operating in the EU market. The amendments are expected to come into force in the last quarter of 2026.
