India's IndiaAI Mission has approved 237 projects for subsidized compute support, with 93.18 lakh GPU hours sanctioned, while a purchase order has been issued for an approximately 1.1-exaflop AI compute system at the NIC Data Centre in Delhi.
Canada has also launched a national program to develop large-scale sovereign AI supercomputing infrastructure, targeting secure domestic compute for research, healthcare, energy and advanced manufacturing.
National AI Factories Could Open New Markets
Japan is developing a national AI infrastructure project with 27,500 Rubin GPUs and 13,750 Vera CPUs, providing approximately 140 MW of data-center capacity. The system is intended to support physical AI, robotics, digital twins and industrial applications.
This indicates that future demand will not come only from cloud providers. Manufacturing, robotics, healthcare, telecommunications and government research are becoming important users of AI supercomputing capacity.
Financing Is Becoming Part of the Competitive Equation
The rapid cost of AI infrastructure is creating new financing models. NVIDIA's compute-financing strategy is attracting significant capital, but lenders remain cautious about treating GPUs as long-term collateral because of uncertainty around hardware depreciation and residual value.
For AI infrastructure operators, this makes long-term customer contracts, utilization rates and predictable compute revenue increasingly important when securing project financing.
Software Can Improve Supercomputer Economics
