Noida, August 31, 2026 — The Ministry of Commerce & Industry and the Directorate General of Foreign Trade (DGFT) have introduced several administrative, digital, and policy changes affecting exporters associated with CAPEXIL. The changes focus on digital certification, online RCMC applications, export compliance, and streamlined government processes.
CAPEXIL Certification Moves to a Fully Digital System
The manual processing of several ancillary certifications has been phased out, requiring exporters to use the Digital CAPEXIL Certifications Portal for applicable Plant Approval Certificates, Shipment Clearance Certificates, and Health Certificates.
The digital platform is designed to improve transparency and enable online verification by relevant authorities, including the Animal Quarantine and Certification Service (AQCS), Export Inspection Council (EIC), and Indian Customs at shipping ports.
CAPEXIL Registration Through the DGFT Digital Portal
Exporters seeking CAPEXIL Registration or renewal are required to use the centralized DGFT Common Digital Portal instead of relying on physical applications or older standalone modules. Applicants need to select CAPEXIL as the registering authority and complete the prescribed online process using a valid Class 3 Digital Signature Certificate (DSC).
Revised Interest Subvention Process
Under DGFT Trade Notice No. 03/2026-27, changes have been introduced to simplify the compliance mechanism for claiming interest subvention under the Niryat Protsahan Export Promotion Mission. Eligible CAPEXIL exporters can benefit from the revised process for pre- and post-shipment credit, including situations involving delays in generation of the Unique Identification Number (UIN), subject to applicable conditions.
New EODC Processing Rules
Trade Notice No. 15/2026-27 introduces automated verification of license-wise voluntary duty payments. The updated process is intended to simplify export obligation compliance and facilitate the issuance of an Export Obligation Discharge Certificate (EODC) under applicable schemes such as Advance Authorization.
Revised IEM Thresholds for Large Exporters
The Department for Promotion of Industry and Internal Trade (DPIIT) has also revised the Industrial Entrepreneurs Memorandum (IEM) thresholds. The updated benchmarks include investment in plant and machinery exceeding ₹125 crore and annual turnover exceeding ₹500 crore, replacing the earlier thresholds of ₹50 crore and ₹250 crore respectively.

Exporters should keep their IEC, GSTIN, turnover records, and other supporting documents updated while completing CAPEXIL-related compliance. Exporters should also verify the latest DGFT and CAPEXIL requirements before submitting registration, renewal, or certification applications.
