Delhi Simplifies Health Trade License Process in 2026 to Boost Ease of Doing Business

Delhi updates Health Trade License rules for 2026 with 3-year validity, deemed HTL in NDMC areas, simplified fees, and revised FSSAI thresholds. Learn how these changes ease compliance and boost business operations.

 
Noida, 2026. Reforms strengthening the ease of doing business have been promulgated under the Health Trade License (HTL) structure for 2026 in Delhi. In a move to reduce the compliance and licensing burden on businesses, these reforms have also made it easier for businesses to trade and enter.


Deemed Health Trade License Introduced in NDMC Areas

Another significant change introduced by the New Delhi Municipal Council (NDMC) is that of the deemed Health Trade License. In this change, specified activities will no longer need to obtain HTL if they hold valid trade licenses/registration. For such other business places as meat shops, eating houses, lodging place, ice cream and other street vendors, their FSSAI registration along with GST registration shall be deemed satisfactory proof.

Likewise, for such other business places as theatres, auditoriums, recreational clubs, and gym spas shall be deemed equivalent to an HTL merely with GST. MCD Extends License Validity and Simplifies Fee Structure

The other important policy changes introduced by Municipal Corporation of Delhi (MCD) at the beginning of the financial year 200627 are:9. Extension of License validity from 1 year to 3 years.

Existing businesses renewing their license or new license applications are now available for 3-year licensing periods for which a fee, before the rebate, will be no more than three years' worth of the annual fee.

A rebate of 15% will be given. Furthermore, the introduction of a refund rule by the MCD offers the possibility for firms to reclaim the license fee for the remaining whole financial year in the case they cease their activity for reasons other than the expiration of the license. This is a step towards better financial flexibility for business owners.


Revised FSSAI Licensing Thresholds Effective April 2026

The Food Standards and Safety Authority (FSSAI) are updating their licensing structure based on the company’s turnover, which will take effect on April 1st, 2026.

If your company has a turnover not exceeding 1.5 Crore Rupees, then you must register with the FSSAI
If your company has a turnover of more than 1.5 Crore Rupees but less than or equal to 50 Crore Rupees, you must have a State License.
If your Company has a turnover exceeding 50 Crore Rupees, you must have a Central License

The new threshold limits will assist in creating a more appropriate regulatory regime that is proportionate to the scale of operations, thus providing a better balanced compliance regime for the food industry.


Updated Application and Renewal Process for 2026

With regards to the Health Trade License (HTL) application and renewal process, we have made several changes to improve efficiency. The Health Trade License (HTL) applications must now be submitted through an official online portal such as the MCD, NDMC or MHA.

Each applicant must submit the following required document(s):
• Completed application form
• PAN/TIN
• Proof of Ownership or Tenancy
• Latest Electric/Water Bill
• Fire Department NOC (Mandatory if business is affected by the Fire Department)

All applications may be subject to physical site inspections by the relevant authorities to ensure compliance with safety and hygiene standards post-submission.

To avoid penalties associated with late renewals, businesses should seek to renew their licenses no less than 30 days prior to the expiration date. In addition, businesses that do not renew on time will be subject to penalties significantly higher than those imposed on timely renewals.
