The Indian Government has initiated significant reforms relating to trading licences, including digitisation, simplifying compliance processes and improving ease of doing business by: improving requirements to obtain trading licences; reducing red tape and regulatory burdens; and speeding up the process for a business to be able to operate.
FSSAI License Reforms from April 2026
The New Food Business Licensing Reforms (Effective From April 2026)
One of the highlights of these new food business licensing reforms is the changes to food business licensing under FSSAI:
Perpetual validity of licenses and registrations, meaning no periodic renewal of licenses
There will be a higher turnover threshold of ₹1.5 crore for basic FSSAI registrations, which helps improve the start of small businesses
Street food vendors registered with the municipalities will automatically receive an FSSAI license
Digitalization and Instant Approvals
More states are moving to digital platforms to speed up approvals for businesses.
Now, you can get instant trade licenses, sometimes called “tatkal” licenses, as soon as you apply and pay the fee.
Odisha’s SUJOG portal hands out provisional licenses right away, and you get the full approval within a day.
Delhi’s working on a plan to combine health, general, and factory licenses into one single-window system, linked directly to GST and FSSAI registration.
Validity and Renewal Updates
Trade licenses in Delhi have a validity of up to three years
Renewal applications are to be made 30 days in advance, usually between January 1st and March 31st
Simplified online renewal processes are being implemented across the country
Centralised Business Portals
To enhance effectiveness, each of these states has developed centralised portals that include:
Nivesh Mitra 3.0 in Uttar Pradesh for all types of applications
Shilpa Sathi in West Bengal, enabling easy online registration.
Both of these systems aim to create a single source for all business compliance needs with respect to the above.
Revised Fee Structure
Fees for business licenses differ according to the municipality and the size of the business, generally costing anywhere from ₹500 to ₹10,000 per year; many municipalities also provide the ability to pay online for faster service and better tracking.

It’s recommended that businesses check with their local municipal corporation portal on an ongoing basis to know the local government rules, fees, etc. Food Business Operators should begin planning for FSSAI reform changes, and encourage businesses to utilize state-level digital platforms to expedite the process for approval and compliance management.
