India Updates SCOMET Licensing Framework in 2026 to Strengthen Export Controls and Promote Ease of Doing Business

In March 2026, the Directorate General of Foreign Trade (DGFT) updated the SCOMET export licensing framework to align with global standards.

 
New Delhi, March 2026: The Indian government has brought major changes to the licensing framework of SCOMET (Special Chemicals Organisms Materials, Equipment, and Technologies). The changes were made with the intention of enhancing the effectiveness of export control, synchronizing the standards with global non-proliferation, and providing more convenience to exporters who handle sensitive and dual-use items.


Revised SCOMET List & Inclusion of Emerging Technologies

The recent update to the SCOMET List remains valid from the date of this notification until December 31, 2026. The new framework introduced by DGFT Notification No. 31/2025-26 has been harmonized with other authorities’ lists of controlled items, such as the Wassenaar Arrangement and the Australia Group, among others. New controls have been added to Category 7 for emerging technologies, such as advanced computing devices, semiconductors, and cybersecurity technologies. Category 3 has also seen updates to the controls on peptide synthesizers, and Category 8 now includes specialized metals for production in powder form.


Liberalized Licensing Mechanisms

The government has implemented key authorizations for moving exported goods more easily around the world, with the following three authorizations:

Global Authorization for Intra-Company Transfers (GAICT): A 3-year blanket authorization to move specific SCOMET classified items (Class 8) from one country to another for research & development, design, and testing purposes.

General Authorization for Export of Chemicals (GAEC): Exporting chemical products can now expand to include many more countries if the company exporting has an authorized exporter status (for example, through AEO certification).

Stock & Sale Authorization has been modified to include affiliates, OEMs, and contract manufacturers, therefore enhancing the ability of the supply chain to be flexible.


Simplified Procedures & Policy Enhancements

The Directorate General of Foreign Trade (DGFT) has implemented a standard application form for all SCOMET categories, eliminating the need for several different forms and simplifying the compliance process. Other key changes include:

1. The re-import time frame for goods sent for demonstration or exhibition has been extended from 90 days to 120 days.

2. Testing and evaluation are now accepted as legitimate temporary export purposes.

3. Strengthened Compliance & Reporting Norms

4. The revised guidelines provide for stricter enforcement of compliance measures.

5. New SCOMET revisions will take effect 30 days after notification of the changes

6. SOPs have been developed for the voluntary disclosure of violations

7. Exporters who are working under Stock & Sale authorization are required to report annually by the 31
