The paper’s Unified Three-Pillar Reform Architecture consists of:
• Operational Resilience: Utilizing a bankruptcy-remote Administrative Agent (AA) to protect transaction structures from CSP-related operational vulnerabilities.
• Prudential Oversight: Establishing a clear supervisory standard for service providers requiring professional insurance, robust AML alignment, and registry transparency.
• Governance Independence: Replacing CSP employee-directors with fully empowered independent boards supported by data escrow access and clear removal provisions.
