Gart Solutions Research Reveals Gaps in Europe's Sovereign Cloud Services

Research compares seven European cloud providers with AWS, identifying missing managed services and opportunities for systems integrators to strengthen Europe's sovereign cloud ecosystem.

October 30, 2026 — Gart Solutions has published research titled The EU Cloud Managed Services Gap: An AWS Capability Breakdown and Sovereign Stack Opportunity. The study compares Amazon Web Services (AWS) with seven European cloud providers to assess the maturity of their managed service portfolios and identify opportunities for businesses building on European cloud infrastructure.

The research examines OVHcloud, Scaleway, Hetzner, Exoscale, IONOS, UpCloud and evroc across eight areas: managed databases, Kubernetes, observability, serverless and Function-as-a-Service (FaaS), streaming and messaging, AI and machine learning, backup and disaster recovery, and provider-specific capabilities.

The analysis highlights a significant difference in the breadth of managed services available. While AWS offers a portfolio of more than 200 services, European providers generally offer narrower selections. The research identifies particularly notable gaps in distributed database services comparable to Amazon Aurora, integrated observability, serverless computing and unified backup and disaster recovery orchestration.

These gaps do not necessarily make European cloud infrastructure unsuitable for enterprise workloads. Instead, they point to a missing layer of managed services that can be developed by systems integrators (SIs) and managed service providers (MSPs).

According to the research, this creates opportunities to build services on top of European infrastructure, including managed PostgreSQL databases, integrated observability platforms, serverless runtimes based on Kubernetes, disaster recovery solutions designed around regulatory requirements, sovereign MLOps environments and compliance-as-code capabilities.
