Advocate invites state officials to roundtable on cultural dysfunction and misuse of crime victim funds

 
Minneapolis, MN — November 2, 2025—

Minnesota reform advocate Joel Schwartz is calling for an unprecedented public discussion on what he calls “The Minnesota Mindset” — a deeply rooted cultural pattern that, he argues, has enabled ethical decay and systemic misconduct across state institutions.

Schwartz has formally invited the Deputy Commissioner of the Minnesota Department of Public Safety and the Director of the Crime Victims Reimbursement Office to join a virtual roundtable aimed at exploring the moral and cultural breakdowns that have allowed mismanagement of public funds, including federal money meant for violent crime victims.

“In Minnesota, what would be reprehensible in the other 49 states is often considered normal,” Schwartz said. “The diversion of federal funds intended for crime victims shows how disconnected the state’s values have become.”

Understanding the “Minnesota Mindset”

Schwartz defines the Minnesota Mindset as a pervasive belief system marked by:

A sense of knowing everything, often without evidence.

A tendency to act on ignorance rather than truth.

A culture that avoids accountability and covers for peers instinctively.

A value system where moral integrity is undervalued and wrongdoing is normalized.

He explains that many residents “don’t realize the rest of the country doesn’t operate like Minnesota,” and that this isolation has created a dangerous tolerance for ethical compromise.

“It’s not admired to be good in Minnesota,” Schwartz added. “That’s the heart of the problem. Reform can’t take root until that changes.”
