According to the announcement issued by the European Commission that day, the final safeguard measures will last for three years until November 17, 2028. During this period, the EU will set tariff quotas and minimum import prices for imported ferroalloys "on the list." Once the export of relevant products to Europe exceeds the tariff quota and the price is lower than the minimum import price, the EU will impose additional safeguard measures tariffs.
Ferroalloys are key materials that improve the hardness, tensile strength, wear resistance, corrosion resistance and other specific properties of steel. They are widely used in steel smelting, construction, automobiles, aerospace, military and other industries. In December 2024, the EU launched a safeguard investigation into ferroalloys such as ferrosilicon. The result of the investigation was that a large amount of ferroalloys poured into the EU market, "seriously damaging" the EU ferroalloy industry.
The survey results stated that from 2019 to 2024, the EU's ferroalloy imports increased by 17%, causing the market share of EU manufacturers to drop from 38% to 24%.
Past data shows that the EU mainly imports ferroalloys from Norway, Iceland, Kazakhstan, Brazil and other countries. Since Norway and Iceland belong to the European Economic Area with the 27 EU member states, the European Commission stated in an announcement on the 18th that in order to reduce the impact of the final safeguard measures on the European supply chain and value chain, the European Commission will hold consultations with Norway and Iceland every three months to assess the impact of the final safeguard measures.
