Mumbai 3.0, the proposed Karnala-Sai-Chirner (KSC) New Town in Raigad district, has moved from announcement to detailed planning in 2026. The planning area covers approximately 323.44 square kilometres across 124 villages in Panvel, Uran and Pen talukas, within the influence area of Atal Setu, Navi Mumbai International Airport and Jawaharlal Nehru Port.
Three milestones mark the year so far. In April, the Mumbai Metropolitan Region Development Authority (MMRDA) announced a framework for landowner participation, covering acquisition by consent, compensation through development rights and a land-pooling model returning 22.5% of developed land. It also reported securing 216 acres. In August, MMRDA signed an agreement with Surbana Jurong to prepare the vision document and master plan, with a 30-week first phase that excludes the authority's review period. In October, existing land-use reports for the area were completed.
Several stages remain. These include completion and review of the planning proposals, the final land-use framework, government approvals and notifications, further land assembly, and plans for roads, transit, water and drainage. Existing land-use reports record current land use and do not alter the permitted use of individual parcels.
Karjat's position is often misread. The town is not within the three talukas of the announced planning area. Its relationship to Mumbai 3.0 is regional rather than administrative, based on shared access improvements: Atal Setu, operational since January 2024, the airport, which began commercial flights in December 2025, and the Panvel-Karjat suburban rail corridor, now in its final stage of construction.
For land buyers, the distinction is practical. A plot marketed as near a planned new town is not necessarily inside its boundary or covered by its planning decisions. Residential projects in Karjat, including the plotted community BluBay by ORA Land(https://blubay.in/) in Halivali, are assessed on their own land records, approvals and access rather than on the new-town plan.
The next meaningful update is expected to be the detailed planning proposals and the process for their approval. A fuller account of where the plan stands is available on Mumbai Property Decoded.
