The Indian Government has added additional regulation to immersive technology products through the introduction of ‘Extended Reality’ (XR) devices (Augmented Reality, Virtual Reality, and Mixed Reality) to the Bureau of Indian Standards (BIS) Compulsory Registration Scheme (CRS). This means that XR devices must be registered with the BIS, before being legally manufactured, imported or sold in India.
The Ministry of Electronics and Information Technology (MeitY) and the BIS have appointed IS/IEC 62368-1:2023 as the applicable Indian safety standard under the CRS for AR, VR and MR products, effective December 5, 2025. This new standard replaces the previous safety norms of IS 13252 (Part 1):2010 and IS 616:2017, providing an all-inclusive safety standard for products manufactured and/or imported to India.
With XR technologies starting to emerge across multiple industries including gaming, education, healthcare, industry training, and enterprise applications, being included in the BIS CRS demonstrates the government's commitment to improving product safety and conforming to regulatory requirements for consumer protection.
In accordance with the new regulations, manufacturers and importers are required to have products tested in a BIS recognized laboratory, to conform to the hazard-based requirements of IS/IEC 62368-1:2023 and obtain a valid BIS CRS Registration number (R number) prior to distributing products in India.
Key Compliance Details
Importers, manufacturers, and brand owners in the field of AR, VR, MR devices must obtain BIS CRS registration to avoid prohibitions against imports, delays in customs clearance of their goods, as well as difficulty distributing their goods. Manufacturers and brands have until May 1, 2026, to transition from compliance with previous standards to the new safety framework (61st edition) (IS/IEC 62368-1:2023). During this timeframe, both the older and newer standards will be considered concurrently valid.
The regulatory changes resulting from the current update to BIS's order require XR products that will be sold within India to conform to internationally developed safety standards regarding electrical safety, risks related to fire safety, mechanical stability, thermal effects, and general conformity of modern audio, video and ICT products.
This regulatory change affects both Indian and foreign manufacturers who export their XR products into India. Additionally, e-commerce suppliers and distributors of XR products would also be responsible for verifying whether their products meet the established compliance standard prior to being offered for sale in the Indian marketplace.

The changeover to IS/IEC 62368-1:2023 will provide India's current electronics safety regulations with conformity to international standards while streamlining regulations through a single uniform, hazard-based solution by combining multiple legacy standards into one.
This change is intended to improve consumer safety and to promote uninterrupted access to the market for compliant technologies.
