India’s DoT Launches Reimbursement Scheme for Telecom Testing & Certification Charges

New government initiative supports start-ups and telecom MSEs by reimbursing a significant share of testing and certification costs to boost product compliance and market entry.

Introduced by India's Department of Telecommunications (DoT), the initiative aims to help start-ups and telecom Micro & Small Enterprises (MSEs) overcome financial obstacles related to testing and certifying telecom equipment. The scheme provides a reimbursement of costs associated with meeting mandatory testing and certification requirements established under (MTCTE), as well as other internationally recognized and voluntary certification programs.

Eligible start-ups can receive reimbursement for a part of the costs of testing and certifying at labs designated by or recognized by TEC (Telecommunication Engineering Centre), NCCS (National Centre for Communication Security), or laboratories that are accredited by NABL (National Accreditation Board for Testing and Calibration Laboratories) where TEC testing facilities are not available.
Reimbursement will be subject to reimbursement rates depending on what category of enterprise, making start-ups eligible to be reimbursed 75% of the eligible costs, micro enterprises 60%, and small enterprises 50%. To receive reimbursement, applicants have to submit their claims via the online official portal and meet certain eligibility criteria such as having valid DPIIT registration for start-ups and MSME registration for MSEs.
Enterprises that qualify must: (i) be registered as an Indian company or firm; (ii) have less than ₹5 crores annual revenue in any financial year since their establishment; and (iii) have not raised more than ₹10 crores in funding if they are a start-up. Finally, it establishes a timeline by which claims must be submitted after coverage has been provided.

The reimbursement system is included in the government’s commitment to improving the home-grown telecom innovation ecosystem through decreasing the cost burden of product testing and compliance. With ample financial support for many of these costs, this initiative will improve the ability of both start-ups and mSYES to be competitive at home and abroad; increase quality in products developed; and produce a higher level of engagement in the ICT sector.
In addition to this set of programs, there are also compliance/regulatory programs like the MTCTE, which is a requirement for getting certification to use telecom equipment in the networks across Canada.
