Minimum Energy Efficiency Standards for Victorian Rentals: What’s Changing

Victoria’s rental property market is entering an important period of change, with new minimum energy efficiency standards for rental homes being introduced in phases from 1 March 2027. These reforms are designed to improve comfort, reduce energy waste and help renters manage household energy costs, while giving rental providers time to plan and complete required upgrades.

The new standards cover six key areas: heating, cooling, hot water, showerheads, ceiling insulation and draughtproofing. Different requirements will apply at different times and under different triggers, so landlords and property investors should understand how the changes may affect their rental properties.

Heating and Cooling Requirements

From 1 March 2027, when an existing fixed heating system fails and cannot be repaired, it will generally need to be replaced with an energy-efficient fixed electric heating system. Eligible solutions include efficient reverse-cycle air conditioners and certain electric ducted heating systems.

Cooling requirements will also become more significant. From 1 March 2027, a rental property generally needs efficient fixed cooling in the main living area when a new rental agreement begins or an existing agreement converts to a periodic agreement. From 1 July 2030, efficient fixed cooling will be required in all Victorian rental properties, regardless of lease status.

Hot Water Upgrades

Hot water is another major area of change. From 1 March 2027, when an existing hot water system permanently fails and cannot be repaired, rental providers will generally need to replace it with an energy-efficient electric option, such as a heat pump water heater or electric-boosted solar water heater.

Insulation, Showerheads and Draughtproofing

From 1 March 2027, ceiling spaces without existing insulation will generally need insulation installed to an R5.0 minimum rating when a new rental agreement begins or an agreement converts to month-to-month. From the same date, 4-star WELS-rated showerheads will be required in applicable rental properties.

From 1 July 2027, draughtproofing requirements will also apply to external doors, windows and wall vents at relevant lease triggers.
