His public career runs through a number of eras of South African history. A young student activist in his early days during apartheid, Chiwayo was caught in the anti-apartheid struggle and imprisoned on Robben Island. Recent official sources chart his release in 1990, just before the turning point of democratic transition.

The period after apartheid ushered in fresh responsibilities. Chiwayo held high-profile administrative and political positions in the province of Mpumalanga, specifically in the provincial legislature and executive structures.

Local government then became another important stage for his career, becoming Executive Mayor of Mbombela Local Municipality in 2008, a position he held until 2011, during which time the City of Mbombela prepared for the 2010 FIFA World Cup. Official provincial documents, written in February 2009, revealed him as the city's new mayor, listing the advances made in the course of World Cup projects.

Post-apartheid also facilitated another step outside the domestic political sphere, in the form of Chiwayo's appointment as South Africa's consul-general in Shanghai. The Citizen printed a profile of him in 2025 under his former title as mayor and with reference to his former diplomatic appointment.

His idea of bringing these worlds together in published form offers insights to researchers, to readers, to fellow professionals and to authors themselves. Through a diverse career, expertise was accumulated in the spheres of administration, governance, the conduct of international affairs and in community-building.
