He served as a Senator for Mpumalanga and subsequently held several provincial government positions. His responsibilities included Sports, Culture and Recreation and Finance, followed by service as Chief Whip of the Mpumalanga Legislature.

The next stage of his career brought him into municipal leadership. Chiwayo became Executive Mayor of Mbombela Local Municipality in 2008 and served until 2011. His time in municipal government coincided with preparations for the 2010 FIFA World Cup, adding an international dimension to local administration.

His career subsequently moved beyond domestic governance through diplomatic service. Chiwayo served as South Africa’s consul-general in Shanghai and worked in areas related to Central and East Asia and regional organisations.
