At municipal level, Chiwayo served as Executive Mayor of Mbombela Local Municipality from 2008 to 2011. His tenure coincided with the period when Mbombela was preparing for the 2010 FIFA World Cup, connecting municipal administration with an internationally significant event.

Chiwayo’s career later expanded into international representation, including service as South Africa’s consul-general in Shanghai and responsibilities associated with Central and East Asia and regional organisations.
