In the liberation movement he was arrested in 1985, and detained on Robben Island until 1990. From legislative and executive roles in parliament, he was a Senator, then Minister of Sports, Culture and Recreation, then MEC for Finance, then Chief Whip of the Mpumalanga Legislature. Later on, he was elected as Executive Mayor of the Mbombela Local Municipality from 2008 to 2011, a period that included the hosting of the 2010 FIFA World Cup and positioned South Africa's most popular tourist destination center stage to the world.

The then-mayor is identified as the city's executive mayor during the stadium and tournament period in publicly available news articles and council minutes.

Subsequent to his local government career, he served as South Africa's consul-general in Shanghai.
