Baar (September 9, 2026) – SGS, the world’s leading testing, inspection and certification company, has published SafeGuardS 118.26 on Brazil’s Resolution No. 516/2026, which restricts ten hazardous substances in electrical and electronic equipment (EEE).

Published by Brazil’s National Environmental Council (CONAMA) on July 8, 2026, the Resolution establishes Brazil’s first national restriction on hazardous substances in EEE sold within its territory.

Broadly aligned with the EU Restriction of Hazardous Substances (RoHS) Directive, Resolution No. 516/2026 establishes a National Registry of Electrical and Electronic Equipment with Restrictions of Hazardous Substances. The rules apply nationwide, coexist with sector-specific requirements and give precedence to the more restrictive standard. The Resolution entered into force upon publication.

The following ten substances are restricted by weight in each homogeneous material:
• Polybrominated biphenyls (PBB)
• Polybrominated diphenyl ethers (PBDE)
• Mercury
• Cadmium
• Hexavalent chromium
• Lead
• Bis(2-ethylhexyl) phthalate (DEHP)
• Butyl benzyl phthalate (BBP)
• Dibutyl phthalate (DBP)
• Diisobutyl phthalate (DIBP)

The regulation covers a wide range of EEE products placed on the Brazilian market, including household appliances, IT and telecommunications equipment, lighting equipment, consumer electronics, toys, medical devices, monitoring and control instruments, cables, wires and spare parts, while also providing for certain exclusions.

Compliance deadlines vary by substance. Restrictions on PBB and PBDE apply from July 8, 2026, while deadlines for the remaining substances range from 180 days to four years after publication. Manufacturers and importers must register each product, model or product family before manufacture or import and issue an individualized self-declaration of conformity confirming compliance with the restrictions or an applicable exemption.

Supporting documentation must be retained in Portuguese for five years after the equipment is withdrawn from the market. Distributors must obtain self-declarations before marketing products, and authorities may require testing and recalls of non-compliant products at the responsible party’s expense.
