Under current figures, the surcharge would generate £621 million annually—with University College London (UCL) contributing £43 million, the University of Manchester £27 million, Imperial College London £22 million, and the University of Oxford £17 million. “The proposed levy comes up in almost every sector discussion. Leaders see it as yet another burden in the fight to remain globally competitive.”
The Home Office estimates the policy could initially reduce overseas student numbers by 14,000 annually. Universities, however, believe the real figure could be higher—especially as recent visa restrictions have already led to declines in international enrolments.
Vivienne Stern, chief executive of Universities UK, cautioned:
“The government must weigh the impact of this levy on both university finances and the UK’s position as a leading destination for talented students worldwide.”
