London, England -- May 25, 2026 -- Webermelon Limited, a white-label web design and development agency registered in London, has published new research showing that a substantial portion of the websites, software platforms, and digital products delivered by UK agencies are built by invisible offshore development teams that the end client never meets.
The study, based on a survey of more than 300 UK digital agency owners and project managers, is the first of its kind to quantify the scale of white-label development activity behind branded agency output in the UK market.
The findings reveal that 68% of surveyed agencies have used a white-label development partner in the past 12 months, yet fewer than one in five disclosed that arrangement to their end clients.
More than half reported that without a white-label partner, they would have turned down at least one major project in the same period. The research points to a structural shift in how UK digital services are delivered, one that has gone largely undocumented.
The survey identified three primary reasons agencies rely on white-label development partners: the inability to hire qualified developers quickly, the cost of maintaining full-time technical staff between projects, and the growing complexity of client briefs that require skills beyond a studio's core team.
Agencies outsourcing between 40% and 60% of their development delivery reported profit margins 18 to 22 percentage points higher than those building entirely in-house.
The research also examined the origins of white-label work. Bangladesh emerged as the fastest-growing development source for UK agencies, with project volume from Bangladeshi development teams growing by an estimated 34% year on year among surveyed firms. Despite the growth, only 12% of UK agency websites mention international delivery partnerships in any form.
"Most people assume that when they hire a London agency, the work happens in London," said Tanjil Ahmed Fahim, CEO of Webermelon. "The reality is that the developer talent shortage in the UK has made that model increasingly difficult to sustain. White-label partnerships are not a workaround. They are how a large part of the industry now operates."

The research also captured client sentiment. Among agency owners whose clients discovered a white-label arrangement was in place, 84% reported no negative reaction. Just 6% said the disclosure caused friction.
"What clients actually care about is whether the work is good and whether it arrives on time," Fahim said. "The postcode of the developer has never once caused a client to cancel a contract with us."
