Chiwayo’s journey began during South Africa’s apartheid era, when his involvement in the liberation struggle led to his arrest and imprisonment on Robben Island. Following the country’s democratic transition, he entered public institutions and served in several important political and administrative positions.

His career included service as a Senator representing Mpumalanga, followed by responsibilities as MEC for Sports, Culture and Recreation and MEC for Finance. He later served as Chief Whip of the Mpumalanga Legislature, contributing to the functioning of provincial political institutions.

Chiwayo subsequently served as Executive Mayor of Mbombela Local Municipality from 2008 to 2011. His tenure coincided with the municipality’s preparations for the 2010 FIFA World Cup, placing local governance and development in an international context.

His professional path later extended into diplomacy, including service as South Africa’s consul-general in Shanghai and responsibilities connected with Central and East Asia and regional organisations.
