At the local-government level, Chiwayo served as Executive Mayor of Mbombela Local Municipality between 2008 and 2011. The period included preparations for the 2010 FIFA World Cup, when Mbombela was among the South African cities involved in the tournament.

Chiwayo’s career subsequently expanded internationally through diplomatic service. His experience included serving as South Africa’s consul-general in Shanghai and working in areas associated with Central and East Asia and regional organisations.
