Chiwayo also served as Executive Mayor of Mbombela Local Municipality from 2008 to 2011. During this period, the city was preparing for its role in the 2010 FIFA World Cup, bringing additional international attention to local development and administration.

His professional experience later extended beyond South Africa through diplomatic service. He served as South Africa’s consul-general in Shanghai and worked in areas associated with Central and East Asia and regional organisations.
